Sanitary Sewer Lining Project

Project Overview

The 2023 Sanitary Sewer Lining Project includes the installation of approximately 3.2 miles of sanitary sewer main liner throughout the City. Trenchless cured-in-place pipe (CIPP) liners are utilized as a cost effective and less intrusive method to address root intrusion and prevent groundwater infiltration within the City’s sanitary sewer collection system. Funding for this project is provided by the City’s Sewer Utility Fund, and there will be no special assessments for the project. 

The project is currently in the preliminary design phase, with construction anticipated to begin in Summer/Fall 2023.

Cured-in-Place-Pipe (CIPP) Construction

This project will utilize a trenchless technology known as cured-in-place-pipe (CIPP) as a cost-effective and less intrusive method of sanitary sewer rehabilitation as compared to traditional open excavation methods. A textile liner is inserted into the existing sewer pipe before it is expanded and cured to match the existing sewer main. The final product is a structural pipe liner that greatly extends the life of the existing sanitary sewer infrastructure.

The Contractor will first clean and televise the existing sewer main, removing debris and identifying existing sewer services. Next, the CIPP liner will be inserted into the existing sewer pipe via access manholes and cured to the inside of the host pipe. Finally, the Contractor will reinstate existing sewer services from the City main with the aid of a robotic device.

Residents may notice a glue-like odor during the liner installation, a product of the curing process, which can be the result of dry sanitary sewer traps. To prevent this odor from entering your home, property owners are encouraged to pour approximately ½ gallon of water in each sink, tub, and floor drain on the lowest level prior to CIPP construction to refill these traps.

Service Disruptions and Notifications

While less invasive than traditional excavation methods, CIPP liner construction will require disruptions to your sanitary sewer service and water usage. Project residents can anticipate at least one half-day disruption to their sewer service, during which time the sewer service to your property will be completely sealed off. Consequently, we will also require the coordination of project residents to make zero use of water during this time. Residents will receive written notice in the form of a door hanger prior to any proposed service disruptions.
