Cannabis Businesses

Fridley adopted Ordinance #4126 "Cannabis and Hemp Businesses" on January 10, 2025. Licensed cannabis businesses are allowed in the City with the requirements outlined on this page.

Cannabis Retail

  • Maximum of three retail registrations within the City
  • Minimum distance of 400 feet from a cannabis retailer to another cannabis retailer or a school
  • Retail sale of cannabis products is allowed between the hours of 10 a.m. and 9 p.m.
  • Allowed zoning districts: B-1 and B-2

Retail registration is limited to 3 in the City. Currently all 3 registrations are issued. If you wish to be placed on a waitlist for a registration spot, you can still apply at CitizenServe.com/Fridley

Cannabis Cultivation

  • A conditional use permit is required.
  • The business must agree to operate under National Fire Protection Association (NFPA) Standard 420 at the time such standard is adopted.
  • Allowed zoning districts: M-1, M-2 and M-3

Cannabis Manufacturing

  • A conditional use permit is required.
  • The business must agree to operate under National Fire Protection Association (NFPA) Standard 420 at the time such standard is adopted.
  • Manufacturing businesses that include processing and extraction of raw or dried cannabis or cannabis parts into cannabis products such as extract is allowed in M-2 and M-3 zoning districts
  • Manufacturing businesses that include finishing or packaging consumer products by combining processed cannabis extract or prepared plant materials with other processes, ingredients or materials to create finished consumer goods is allowed in the M-1, M-2, M-3 and M-O zoning districts.

Cannabis Combination Businesses

The components of a cannabis combination business must comply with the zoning district requirements for the component uses; i.e. retail operations are only allowed in districts specified for cannabis retail; cultivation operations are only allowed in the zoning districts for cannabis cultivation.
