The City of Fridley is excited to announce that the Locke Park Water Treatment Plant GAC Addition project was awarded to Market & Johnson, Inc. of Eau Claire, WI. The project includes the construction of an addition to the existing treatment plant to house a new granular activated carbon (GAC) treatment process, ensuring a resilient, quality water supply for the City now and in the future.

Construction activity has begun and it is anticipated that the more significant work for the project will start the week of May 11th, 2026. The preliminary construction schedule is available under the Project Resources tab below. Once construction begins, area residents can anticipate periodic project updates which will be posted here on this webpage. Project Summary

The Locke Park Water Treatment Plant (WTP) Granular Activated Carbon (GAC) Addition Project will include the construction of a building addition, installation of GAC vessels, and associated mechanical and electrical components. The project will allow the City of Fridley to maintain a resilient, quality water supply now and in the future, and enable the return to use of the City's Well 10 that has been impacted by PFAS and shut down since 2016. Construction is planned to begin in June 2025 with final completion in early 2027. 

Previous Project Updates

April 27th, 2026

This project was successfully bid August 2025 and awarded to Market & Johnson of Eau Claire, Wisconsin. Construction is scheduled to begin in April 2026. It is anticipated that there will be road closures and detours during the utility work within Rice Creek Blvd and during the construction of the new granular activated carbon (GAC) building addition. Advance notice with alternate routes will be provided for those needing to access Woodcrest Baptist Church & Academy, and the Holiday Hills Neighborhood south of 69th Avenue. Additionally, the Mississippi Regional Trail will be impacted by construction and a detour will be in place during the project (see the detour route in the Project Resources tab below). Additional details will be provided as the project progresses.

 

Join us for an open house to learn about the City of Fridley's Locke Park Water Treatment Plant GAC Addition project. There will be a presentation overviewing the proposed project, schedule and information on the need for the addition of granular active carbon (GAC) treatment at the Locke Park Water Treatment Plant (WTP). Following the presentation, the project team will be available for questions and to receive your feedback. 

The open house will be held in the Fireside Room at the Fridley Civic Campus (7071 University Avenue NE) on Thursday, November 7, 2024 from 5-6 p.m. It is located on the main level of City Hall.
